Frank Warner Angel
In 1878, Frank W. Angel was appointed as a Special Agent to conduct an investigation in New Mexico Territory. The objective was to investigate the murder of John Henry Tunstall, corruption by government officials, and violence in Lincoln County. Angel went above and beyond in his investigation and even interviewed Billy the Kid. On October 3, 1878, after conducting a thorough investigation, Angel submitted a detailed 395-page handwritten report to the Attorney General and gave Major-General Lew Wallace his notes, who had just been appointed Governor to clean up the rather rough territory. This report resulted in the removal of two officials from their positions. You can view some of the report in the quarterly journal, Arizona and the West, available for free with a trial on JSTOR.
